The Human Resources Department is responsible for assisting administration in the areas of hiring, retention, termination, personnel records, legal compliance, compensation, benefits, and long term staffing strategies. City Manager — City of Martin, Tennessee (Population: 10,825)

Martin, Tennessee is in Weakley County, approximately 105 miles northwest of Memphis, 49 miles north of Jackson, and 130 miles northwest of Nashville. As the largest city in Weakley County, Martin is also home to the University of Tennessee at Martin.

The City of Martin is seeking a professional City Manager to oversee day-to-day municipal operations, implement city policies, and strengthen government transparency. BUILDING INSPECTOR

 

Building Inspector

JOB POSITION SUMMARY: The Building Codes Inspector is responsible for technical work in the enforcement of Building and Zoning Codes and City Ordinances.  Duties also include other support services under the general supervision of the Mayor/City Manager.  Instructions to the employee are general and the employee must consider different courses of action and sometimes deviate from standard operating procedures.  Independent judgment is required to complete some tasks. The successful candidate will be energetic, self-motivated, goal-oriented individual possessing a desire to make a difference in the lives of the community served.  The position is full-time with benefits.

QUALIFICATIONS, EDUCATION AND EXPERIENCE:

  • Graduation from a standard high school, or equivalent, and 5 years of experience in building construction or inspection.
  • Current certification in required disciplines by International Code Council (ICC) and State of Tennessee for residential inspection.
  • Must possess a valid Tennessee Driver’s License.

PREFERRED QUALIFICATIONS, EDUCATION AND EXPERIENCE

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the Federal Flood Plain Regulations.
  • Knowledge of State, City, and County building codes governing the construction and maintenance of buildings.
  • Knowledge of basic plumbing and electrical functions.
  • Knowledge of Standard Building Codes.
  • Knowledge of current stormwater regulations as prescribed in the Municipal Code, Ordinances, state statutes, and the rules and regulations pursuant thereto.
  • Knowledge of the legal aspects and procedures involved in the enforcement of code violations related to the MS4 permit.
  • Knowledge of the geographic area of the city.
  • Ability to read and interpret construction plans and blueprints.

  Primary Areas of Responsibility/Goals:

  1. Responsible for collecting and accounting for permits.
  2. Responsible for flood plain management.
  3. Responsible for meeting with the Planning Commission and the Zoning & Appeals Board and keeping minutes and records of such meetings.
  4. Responsible for inspecting building construction sites for conforming to approved plans and compliance with applicable codes and ordinances.
  5. Responsible for interpreting, explaining, and enforcing codes and ordinances. Reviews construction plans to determine if plans are in compliance with permits and codes.
  6. Review plans and specifications for MS4 permit compliance and recommend necessary changes.
  7. 7. Oversees and supports the Stormwater Manager.
  8. Establishes and maintains an effective working relationship with contractors, public, and other employees.
  9. Ability to evaluate and make independent decisions.
  10. Ability, physically and mentally to climb to different heights and function in close quarters for inspections.
  11. Responsible for issuing building permits and in the preparation of proposed code changes.
  12. Responsible for consulting with builders, contractors, engineers, and architects regarding building codes and State guidelines.
  13. Provides monthly reports regarding permits and fees.
  14. Delivers correspondence to the Board of Mayor and Alderman.
  15. Serves as the enforcement agent for TOSHA and OSHA regulations.

WORK ENVIRONMENT AND PHYSICAL DEMANDS:

The Building Codes Inspector Director work is performed generally outdoors and some tasks may be performed regardless of weather conditions when necessary.  The employee will be exposed to dirt, dust, and loud noises. Tasks may entail muscular strain, including walking, standing, stooping, sitting for prolong periods of time, reaching and lifting.  Must have the ability to distinguish between shades of color. Work requires use of protective devices, such as hard hats.  Talking, hearing, and seeing are essential to performing job requirements.  Common eye, hand and finger dexterity are required for most essential functions.

MARTIN PUBLIC LIBRARY DIRECTOR

 

The Library Director performs professional and supervisory work in planning, implementing, and managing all aspects of a comprehensive program of service to library patrons.

Minimum Qualifications:

Bachelor’s degree and at least 5 years of experience working in a public library, including some supervisory or administrative roles.

Preferred Qualifications:

Master’s Degree in Library and Information Science from an ALA-accredited institution or Certification from the Public Library Management Institute

Required Competencies:

Ability to navigate the basic operational and productivity software necessary to complete core work functions:

Duties:

  10. Oversees the library’s automation system, seeing that it is meeting the needs of the library staff as well as thelibrary community
  11. Assures that library materials are properly catalogued, circulated, shelved, and easily available for public use.

Martin Public Works: Water Dept Crew Member

  • Duties will include performing technical construction tasks in the maintenance, installation, and repair of water infrastructure in the City of Martin system. Employee will be responsible for ensuring that all work meets the established standards of the City of Martin and other regulating agencies.Weekend and Holiday on-call will be required after probationary period.

Responsibilities
