The 3V Initiative: Shaping Martin’s Next Decade
The 3V (Vision, Voices, & Viability) initiative is a comprehensive 10-year strategic planning process designed to guide the City of Martin toward a prosperous and sustainable future. This initiative ensures that the growth of our city is not accidental, but intentional and community-driven.
The Three Pillars
- Vision: Defining what we want Martin to look like in 2036. This involves creating a vision and mission statement, and the core values that will govern the day-to-day activities of the city going forward.
- Voices: Ensuring every stakeholder has a seat at the table. We are actively collecting data from students, business owners, UTM faculty and staff, city employees, and residents to ensure the plan reflects the entire community.
- Viability: Moving from ideas to action. This principle focuses on the practical, financial, and legal framework required to make our collective vision a reality. It is the final plan of strategic initiatives, goals, objectives, and capital projects that lead us to 2036.
Our Collective Path Forward
The 3V process relies on the integration of Stakeholder Focus Group data, digital surveys, and the dedicated work of this Committee to draft a roadmap for the next ten years of progress in Martin. By serving on this committee, you are ensuring that the final plan is rooted in the real needs and aspirations of our citizens.

- UTM Students: Target the younger generation at the University of Tennessee at Martin to capture their unique “Voices” regarding a ‘Vibrant College Town’.
- Local Businesses: Provide a platform for Martin’s entrepreneurs and business stakeholders to discuss economic development, long-term business infrastructure, and housing
- K-12 Educators: Gather input from local teachers and administrators to understand how the city’s growth can best support the needs of our schools and families.
- UTM Faculty & Staff: Focus on the perspectives of UTM employees to ensure the “3V” plan aligns with the UTM vision and promotes a positive Town/Gown relationship
- Faith-based & Nonprofits: Invites representatives from local churches and service organizations to share their vision for Martin’s community well-being and support systems.
- City Employees: This internal forum allows those who maintain Martin’s daily operations to provide practical input on the decisions, direction, priorities of the city.
- All Stakeholders: This general public meeting serves as a final, inclusive “Voices” session for any resident or business owner to contribute to the citywide data collection.
- Full Committee Retreat (Day 1): A day of intensive visioning, and planning following an analysis of the data collected from the various Stakeholder Focus Groups and digital surveys.
- Full Committee Retreat (Day 2): The committee solidifies the 10-year roadmap, ensuring the community’s vision is translated into a viable, actionable strategic plan.
